VVPQ AD 2.20 LOCAL TRAFFIC REGULATIONS

1 Airport regulations
At Phu Quoc International Airport a number of local regulations have been applied. The regulations are published in a manual which is available at Phu Quoc ATS Reporting Office. This manual includes, among other subjects, the followings:
  1. The meaning of markings and signs;
  2. Information on aircraft stands including visual docking guidance systems;
  3. Information on taxiing from aircraft stands including taxi clearance;
  4. Limitations in the operation of large aircraft including limitations in the use of the aircraft's own power for taxiing;
  5. Marshaller and follow-me-car assistance.
2 Taxiing to and from stands
2.1
Arriving aircraft will be allocated a stand number by Phu Quoc TWR.

VVPQ AD 2.21 NOISE ABATEMENT PROCEDURES

VVPQ AD 2.22 FLIGHT PROCEDURES

1 RNP 1 SIDs/STARs and RNP APCH
1.1 Operational procedure
1.1.1 For RNP 1 SID/STAR and RNP APCH operations at Phu Quoc Aerodrome, the aircraft shall be GNSS equipped and the navigation systems shall meet ICAO RNP 1 and RNP APCH standard of accuracy.
1.1.2 Pilots are responsible for checking RAIM Prediction in accordance with operational procedure for RAIM Prediction Service.
1.1.3 Aircraft operators/pilots who are not approved to fly RNP 1 and RNP APCH based on GNSS shall inform Phu Quoc TWR and expect conventional procedures where applicable.
1.1.4 A set of transition routes have been designed to link RNP 1 with the existing ATS routes.
1.1.5 Aircraft operators/pilots expecting to use RNP 1 and RNP APCH at Phu Quoc Aerodrome, shall fill appropriate navigation capability indicators into PLN, as follows:
  • Insert R (PBN approved) into item 10a;
  • Insert O1 (RNP 1 all permitted sensors) or O2 (RNP 1 GNSS), S1 (RNP APCH) or S2 (RNP APCH with BARO-VNAV) after PBN/ in item 18;
  • Specify equipment to support each type of navigation capability in item 18 and insert them into item 10a (G, D, I for O1 or G for O2, S1 and S2).
1.1.6 At system initialization, pilots must verify that the navigation database has been updated according to the current time and confirm that the aircraft position has been entered correctly. Pilots must confirm proper entry of their ATC assigned route upon initial clearance; and any subsequent change of route, pilots must ensure the waypoints sequence, depicted by navigation system, matches the route depicted on the appropriate chart(s) and their assigned route.
1.1.7 Pilots must not fly an RNP 1 SID/STAR and RNP APCH unless it is retrievable by route name from the on board navigation database and conforms to the charted route (the route may subsequently be modified through the insertion or deletion of specific waypoints in response to Phu Quoc TWR's clearances). The manual entry, or creation of new waypoints by manual entry of latitude and longitude or rho/theta values is not permitted. Additionally, pilots must not change any RNP 1 SID/STAR and RNP APCH database waypoint type from a fly-by waypoint to a fly-over waypoint or vice versa.
1.1.8 Pilots shall comply with a Phu Quoc TWR assigned level. Pilots shall also adhere to the vertical and speed restrictions depicted on the cleared RNP 1 SID/STAR and RNP APCH. Phu Quoc TWR's clearance will take precedence when the Phu Quoc TWR's clearance does not allow the pilot to adhere to the vertical and speed restrictions depicted on these procedures.
1.1.9 If Phu Quoc TWR issues an instruction taking the aircraft off ATS route, the pilot should not modify the flight plan in the RNP system until a clearance is received to rejoin the route or Phu Quoc TWR confirms a new route clearance. When the aircraft is not on the published route, the specified accuracy requirement does not apply.
1.1.10 The phraseology used by Phu Quoc TWR and pilots concerning RNP 1 SID/STAR and RNP APCH operations shall be compliant with Doc 4444 PANS-ATM.
1.2 Departures
1.2.1 The procedure for departing aircraft consists of two main elements:
  • SID; and
  • TRANSITION route, if necessary.
1.2.2 A TRANSITION route starts at the end of SID to a waypoint from which the aircraft will intercept the ATS route.
1.2.3 Vertical restrictions are designed to separate departing aircraft from obstacles and arriving aircraft.
1.2.4 Phu Quoc TWR shall issue clearance for departing aircraft including the following contents:
  • Call sign;
  • Clearance limit, normally destination aerodrome;
  • SID and TRANSITION route if necessary;
  • Route;
  • Assigned flight level/altitude;
  • SSR code; and
  • Any other related instructions or information not contained in the SID description.
Note: In case of a clearance provided SID without assigned altitude/flight level, the pilot is not allowed to reduce the altitude/flight level itself on the SID vertical profile. Pilot shall re-confirm with Phu Quoc TWR to assign specific altitude/flight level to ensure flight safety.
1.3 Arrivals
1.3.1 Procedures for arriving aircraft consist of two main elements:
  • STAR; and
  • TRANSITION route if necessary.
1.3.2 A TRANSITION route starts at a waypoint on the ATS route to the waypoint that starts the STAR.
1.3.3 Vertical restrictions are designed to separate arriving aircraft from obstacles and departing aircraft.
1.3.4 Approach clearances shall be issued by Phu Quoc TWR depending on practical operation conditions.
1.3.5 ATC shall issue clearance for arriving aircraft including the following contents:
  • Call sign;
  • STAR and TRANSITION route, if necessary;
  • Runway-in-use;
  • Assigned flight level/altitude; and
  • Any other related instructions or information not contained in the STAR description.
Notes:In case of a clearance provided STAR without assigned altitude/flight level, the pilot is not allowed to reduce the altitude/flight level itself on the STAR vertical profile. Pilot shall re-confirm with Phu Quoc TWR to assign specific altitude/flight level to ensure flight safety.
2 Contingency procedures
2.1 Aircraft unable to comply with RNP 1 or RNP APCH requirements
If unable to comply with RNP 1 or RNP APCH requirements, pilots shall inform Phu Quoc TWR and expect conventional procedures where applicable.
2.2 Aircraft experiencing degradation or failure of RNP System or GNSS signal
When an aircraft cannot meet the requirements of RNP or RNP APCH compliance as a result of a failure or degradation of RNP System or failure GNSS signal, pilots shall notify Phu Quoc TWR and expect conventional procedures where applicable.
2.3 Aircraft experiencing bad weather
When an aircraft flying on RNP1 or RNP APCH procedure encounters bad weather which is likely to impact the aircraft’s adherence to the cleared procedure, pilot will notify Phu Quoc TWR and request a revised clearance.
2.4 Radio communications failure procedure
In case of a radio communication failure, the pilots are expected to follow the procedures given below:
  • Arriving aircraft continue on the assigned STAR procedure, comply with vertical and speed restrictions and at the end of the STAR join the holding pattern at IAF. Aircraft leave holding pattern at EAT, pilots affirm and acknowledge with Phu Quoc TWR last time, or unless having EAT, apply the ETA in the current FPL and make the approach procedures assigned by Phu Quoc TWR.
  • Departing aircraft continue the assigned SID procedure, comply with vertical and speed restrictions, climb to cruising level as specified in the current FPL.
2.5 Procedure for changing RWY in-use
a. Phu Quoc TWR shall assign time to change the RWY in-use, and determine aircraft sequence in order to notify and issue suitable filght procedure clearances for pilots.
