GEN 3.2 AERONAUTICAL CHARTS

1 Responsible Service

1.1 
The Civil Aviation Authority of Viet Nam provides a range of aeronautical charts for use by all types of civil aviation. The Aeronautical Information Service produces the charts which are part of the AIP. Other aeronautical charts are produced by the Viet Nam General Department of Land Administration. Charts, suitable for pre-flight planning and briefing, selected from those listed in the ICAO aeronautical chart catalogue (Doc 7101), are available at aerodromes AIS units. The charts published in the AIP are produced in accordance with the provisions contained in ICAO Annex 4 – Aeronautical Charts. The differences to these provisions are detailed in subsection GEN 1.7.

2 Maintenance of Charts

2.1 
The aeronautical charts included in the AIP are kept up to date by means of sheet replacement where necessary. Significant amendments or revisions of aeronautical information for other aeronautical charts are also included in the replacement sheets. Amended or revised information on aeronautical charts is normally printed and published when permitted.
2.2 
If incorrect information detected on published chart is of operational significance, it is corrected by NOTAM.

3 Purchase Arrangement

3.1 The charts as listed under in AIP of this subsection may be obtained from:

4.1 The following Aeronautical Charts are produced

4.2 General descriptions of each chart
a. Aeronautical Chart 1:1 000 000 (WGS-84)
  • This series chart is constructed on “Gauss” projection between 10000E to 11800E and 0440N to 2350N with the scale of 1:1 000 000. The aeronautical data shown have been kept to a minimum, consistent with the use of the chart for visual air navigation. It concludes a selection of aerodrome, significant obstacles. The chart provides information to satisfy visual air navigation and is also used as a pre-flight planning chart.
b. Aerodrome/Heliport Chart – ICAO
  • This chart contains detailed aerodrome/heliport data to provide flight crews with information to facilitate the ground movement of aircraft:
    1. From the aircraft stand to the runway; and
    2. From the runway to the aircraft stand.
  • It also provides essential operational information at HAI PHONG/Cat Bi;KHANH HOA/Cam Ranh; CAN THO/Can Tho; DA NANG/Da Nang; HA NOI/Noi Bai; HUE/Phu Bai; KIEN GIANG/Phu Quoc;HO CHI MINH/Tan Son Nhat and QUANG NINH/Van Don Intl Aerodromes.
c. Aircraft Parking/Docking Chart - ICAO
  • This chart is produced for those aerodromes where, due to the complexity of the terminal facilities, the information to facilitate the ground movement of aircraft between the taxiways and the aircraft stands and the parking/docking of aircraft can not be shown with sufficient clarity on the Aerodrome/Heliport Chart – ICAO or on the Aerodrome Ground Movement Chart – ICAO.
d. Aerodrome Ground Movement Chart - ICAO
  • This supplementary chart shall provide flight crews with detailed information to facilitate the ground movement of aircraft to and from the aircraft stands and the parking/docking of aircraft.
e. Aerodrome Obstacle Chart – ICAO type A (operating limitations)
  • This chart contains detailed information on obstacles in the take-off flight path areas of DA NANG/Da Nang, HA NOI/Noi Bai, HUE/PHU BAI and HO CHI MINH/Tan Son Nhat Airports. It is shown in plan and profile view. And provides the data necessary to enable an operator to comply with the operating limitations of ICAO Annex 6, Parts I and II, Chapter V.
f. AerodromePrecision ObstacleApproach Terrain Chart – ICAO – Type B
  • This chart shall provide detailed terrain profile information within a defined portion of the final approach so as to satisfyenable aircraft operating agencies to assess the followingeffect functions:
    of the terrain on decision height determination by the use of radio altimeters. This chart is produced for CAT II Precision Approach RWY at Noi Bai Airport.
    1. the determination of minimum safe altitudes/heights including those for circling procedures;
    2. the determination of procedures for use in the event of an emergency during take-off or landing;
    3. the application of obstacle clearing and marking criteria; and
    4. the provision of source material for aeronautical charts.
g. Precision Approach Terrain Chart – ICAO
  • This chart shall provide detailed terrain profile information within a defined portion of the final approach so as to enable aircraft operating agencies to assess the effect of the terrain on decision height determination by the use of radio altimeters. This chart is produced for CAT II Precision Approach RWY at Noi Bai Airport.
hg. En-route Chart - ICAO
  • This chart is produced for the entire Ha Noi and Ho Chi Minh FIRs of Viet Nam. The aeronautical data include all aerodromes, prohibited, restricted and danger areas and the Air Traffic services system in details. This chart provides the flight crew with information to facilitate navigation along ATS routes in compliance with air traffic services procedures.
ih. Area Chart - ICAO
  • This chart is produced when the Air Traffic Services routes or position reporting requirements are complex and can not be shown on the En-route Chart - ICAO. It shows, in more details, those aerodromes that affect terminal routings, prohibited, restricted and danger areas, and the air traffic services system. This chart provides the flight crew with information to facilitate the various phases of instrument flight:
    1. The transition between the en-route phase and the approach to an aerodrome;
    2. The transition between the take-off/missed approach and the en-route phase of flight; and
    3. Flights through areas of complex ATS routes or airspace structure.
ji. Standard Departure Chart – Instrument (SID) – ICAO
  • This chart is produced whenever a standard departure route – instrument has been established and can not be shown with sufficient clarify on the Area Chart – ICAO.
  • The aeronautical data shown include the aerodrome of departure, aerodrome(s) the locations of which affect the designated standard departure route – instrument, prohibited, restricted and danger areas and the Air Traffic services system. This chart provides the flight crew with information that will enable them to comply with the designated standard departure route – instrument from the take-off phase to the en-route phase.
kj. Standard Arrival Chart – Instrument (STAR) – ICAO
  • This chart is produced whenever a standard arrival route – instrument has been established and can not be shown with sufficient clarify on the Area Chart – ICAO. The aeronautical data shown includes the aerodrome of landing, aerodrome(s) which affect the designated standard arrival route instrument, prohibited, restricted and danger areas and the Air Traffic services system. This chart provides the flight crew with information that will enable them to comply with the designated standard arrival route – instrument from the en-route phase to the approach phase.
lk. Instrument Approach Chart – ICAO
  • This chart is produced for all aerodromes used by civil aviation where instrument approach procedures have been established. A separate Instrument Approach Chart – ICAO has been provided for each approach procedure.
  • The aeronautical data shown include information on aerodromes, prohibited, restricted and danger areas, radio communication facilities and navigation aids, minimum sector altitude, procedure track portrayed in plan and profile view, aerodrome operating minima, etc.
  • The aeronautical data shown include information on aerodromes, obstacles, designated airspace, visual approach information, radio navigation aid and communication facilities, as appropriate.
ml. Visual Approach Chart - ICAO
  • This chart is produced for aerodromes used by civil aviation where:
    1. Only limited navigation facilities are availble; or
    2. Radio communication facilities are not available; or
    3. No adequate aeronautical charts of the aerodrome and its surrounding at 1:500 000 or greater scale are available; or
    4. Visual approach procedures have been established.
  • The aeronautical data shown include information on aerodromes, obstacles, designated airspace, visual approach information, radio navigation aid and communication facilities, as appropriate.
nm. ATC Surveillance Minimum Altitude Chart - ICAO
  • This supplementary chart shall provide information that will enable flight crews to monitor and cross-check altitudes assigned by a controller using an ATS surveillence system.
