Visual Docking Guidance System (VDGS) at Cam Ranh International Airport is Safedock type T3-9 (T-types), available at stands 33, 34, 35, 36, 52 and 53.
Pilots are requested to comply with limitations of speed during entry into stand using VDGS.

VVCR AD 2.20 LOCAL TRAFFIC REGULATIONS

1 Airport regulations
At Cam Ranh International Airport a number of local regulations have been applied. The regulations are published in a manual which is available at Cam Ranh ATS Reporting Office. This manual includes, among other subjects, the followings:
  1. The meaning of markings and signs;
  2. Information on aircraft stands including visual docking guidance systems;
  3. Information on taxiing from aircraft stands including taxi clearance;
  4. Limitations in the operation of large aircraft including limitations in the use of the aircraft's own power for taxiing;
  5. Marshaller and follow-me-car assistance.
2 Taxiing to and from stands

- Note: When there is no aircraft operating at opposite stand or opposite stand on the right/left side, aircraft are allowed to self taxi via opposite stand → turn left/ right to taxilane Y → TWY Y5/Y6 for departure.
3 Training flights - technical test flights
Training flights and technical test flights can be made once having obtained the permission from the appropriate Authority.

VVCR AD 2.21 NOISE ABATEMENT PROCEDURES

VVCR AD 2.22 FLIGHT PROCEDURES

1 RNP 1 SIDs/STARs and RNP APCH
1.1 General procedures
1.1.1 For RNP 1 SIDs/STARs and RNP APCH operations, the navigation systems based on GNSS shall meet ICAO RNP 1 and RNP APCH standard of accuracy.
1.1.2 Operators/pilots are responsible for checking RAIM Prediction.
1.1.3 Operators/pilots who are not approved to fly RNP 1 SIDs/STARs and RNP APCH shall inform ATC and expect conventional procedures where applicable.
1.1.4 A set of TRANSITION routes have been designed to connect RNP 1 SIDs/STARs with the existing airways.
1.1.5 Operators shall implement the PBN procedures training for pilot and must ensure that pilot are trained to well understand the terrain within the vicinity of Cam Ranh Airport before operating PBN procedures.
1.1.6 Operators/pilots expecting to fly RNP 1 SIDs/STARs and RNP APCH, shall fill appropriate navigation capability indicators into flight plan (item 10a and item 18 PBN/), as follows:
  • Insert R (PBN approved) into item 10a;
  • Insert O1 (RNP 1 all permitted sensors) or O2 (RNP 1 GNSS), S1 (RNP APCH) or S2 (RNP APCH with BARO-VNAV) after PBN/ in item 18;
  • Specify equipment to support each type of navigation capability in item 18 and insert them into item 10a (G, D, I for O1 or G for O2, S1 and S2).
1.1.7 At system initialization, pilots must confirm that the navigation database is updated and verify that the aircraft position has been entered correctly. Pilots must verify proper entry of their ATC assigned route upon initial clearance and any subsequent change of route. Pilots must ensure the waypoints sequence, depicted by their navigation system, matches the route depicted on the appropriate chart(s) and their assigned route.
1.1.8 Pilots must not fly an RNP 1 SIDs/STARs and RNP APCH unless it is retrievable by route name from the on board navigation database and conforms to the charted route. However, the route may subsequently be modified through the insertion or deletion of specific waypoints in response to ATC clearances. The manual entry, or creation of new waypoints by manual entry of latitude and longitude or rho/theta values is not permitted. Additionally, pilots must not change any RNP 1 SIDs/STARs and RNP APCH waypoint type in database from a fly-by waypoint to a fly-over waypoint or vice versa.
1.1.9 Pilots shall comply with an ATC assigned level. Pilots shall also adhere to the vertical and speed restrictions depicted on the cleared RNP 1 SIDs/STARs and RNP APCH. ATC clearance will take precedence when the ATC clearance does not allow the pilots to adhere to the vertical and speed restrictions depicted on the RNP 1 SIDs/STARs and RNP APCH.
1.1.10 If ATC issues an instruction taking the aircraft off a route, the pilot should not modify the flight plan in the RNAV system until a clearance is received to rejoin the route the controller confirms a new route clearance. When the aircraft is not on the published route, the specified accuracy requirement does not apply.
1.1.11 The phraseology used by ATC and pilot concerning RNP 1 SIDs/STARs and RNP APCH operations shall be compliant with Doc.4444 PANS-ATM.
1.2 Arrivals

1.2.1 The procedure for arriving aircraft consists of two main elements:

  • TRANSITION route, if applicable; and
  • STAR.
1.2.2 A TRANSITION route starts at a waypoint on the airway to the waypoint that starts the STAR.
1.2.3 Vertical restrictions are designed to separate arriving aircraft from obstacles and departing aircraft.
1.2.4 Approach clearances shall be issued by ATC depending on practical operation conditions.
1.2.5 ATC shall issue clearance for arriving aircraft including the following contents:
  • Call sign;
  • STAR and TRANSITION route, if applicable;
  • Runway-in-use, except when part of the STAR description;
  • Cleared flight level/altitude; and
  • Any other related instructions or information not contained in the STAR description.
Note:
The use of a STAR designator without a cleared level/altitude does not authorize the aircraft to descend on the STAR vertical profile.
1.3 Departures
1.3.1 The procedure for departing aircraft consists of two main elements:
  • SID; and
  • TRANSITION route, if applicable.
1.3.2 A TRANSITION route starts at the end of SID to a waypoint from which the aircraft will intercept the airway.
1.3.3 Vertical restrictions are designed to separate departing aircraft from obstacles and arriving aircraft.
1.3.4 ATC shall issue clearance for departing aircraft including the following contents:
  • Call sign;
  • Clearance limit, normally destination aerodrome;
  • SID and TRANSITION route if applicable;
  • Route;
  • Cleared flight level/altitude;
  • SSR code; and
  • Any other related instructions or information not contained in the SID description
Note:
The use of a SID designator without a cleared level/altitude does not authorize the aircraft to climb on the SID vertical profile.
1.4 Contingency procedures
1.4.1 Aircraft unable to comply with RNP 1 or RNP APCH requirements
If unable to comply with RNP 1 or RNP APCH requirements, pilots shall inform ATC and expect conventional procedures where applicable.
1.4.2 Aircraft experiencing degradation or failure of RNAV System or GNSS signal
When an aircraft cannot meet the requirements of RNP 1 or RNP APCH compliance as a result of a failure or degradation of RNAV System or failure GNSS signal, pilot shall notify ATC and expect the same procedure as RNP 1 or RNP APCH non-compliant aircraft.
1.4.3 Aircraft experiencing adverse weather
When an aircraft flying on RNP 1 or RNP APCH procedure encounters adverse weather which is likely to impact the aircraft’s adherence to the cleared procedure, pilot will notify ATC and request a revised clearance.
1.4.4 Radio communications failure procedure
In the event of a radio communication failure, the pilots of RNP 1 equipped aircraft are expected to follow the procedures given below:
  • Arriving aircraft continue on the cleared procedures comply with altitude and speed restrictions, and at the end of the STAR join the holding pattern at IAF. Aircraft leave holding pattern at EAT and make appropriate approach procedures.
  • Departing aircraft continue on the cleared procedures comply with altitude and speed restrictions and further climb to cruising level as mentioned in current flight plan.
1.4.5 Procedure for changing RWY-in-use
ATC shall determine time to change RWY-in-use and aircraft sequence in order to issue suitable clearance for aircraft.
For aircraft reaching altitude above MSA: ATC issue clearance to ensure such aircraft can maintain an altitude above MSA and intercept other procedures in compliance with air traffic condition.
For aircraft reaching altitude below MSA: ATC issue clearance for such aircraft to climb to an altitude above MSA via route of the current procedure, then continue to control this aircraft the same way for aircraft reaching altitude above MSA.

2 Operational procedure of two parallel runways
2.1 General rule
2.1.1 Two parallel RWYs at Cam Ranh International Airport are operated dependently and considered as one RWY for air traffic control service. Separation between take-off, landing aircraft is applied as using one RWY.
2.1.2 When both RWYs are used for aircraft to take off, land alternately: Approach lighting system, PAPI must be shut down, flashing lights of the RWY is not be used for landing aircraft.
2.1.3 The departure aircraft are not allowed to line up two RWYs at the same time.
2.1.4 At the same time, only one RWY direction is used for aircraft to take off/land.
2.1.5 Aircraft is not allowed to hold on TWY G1 (between two RWYs) when a landing aircraft is on final approach of RWY 02L.
2.1.6 When issuing clearance for aircraft crossing RWY, air traffic controller (ATC) must concentrate on observing, calculate in order to facilitate pilots to conduct timely clearances to cross and vacate RWY, not affect landing process of the approaching aircraft to land. In case, aircraft does not ensure to land. ATC shall issue a timely clearance for this aircraft to go around. Aircraft is not allowed to cross RWY when there is other aircraft which has received ATC's clearances for take off/ to land on that RWY or the landing aircraft is position on the final leg of that RWY is at a distance less than the following:
  • Under ATS surveillance: 6 NM from THR; or
  • Without ATS surveillance: 3 minutes before estimated landing time.
2.1.7 TWR ATC must have action to ensure the approaching aircraft to land on the correct RWY which is assigned for that aircraft. Pilots are required to read back to ensure that the aircraft has fully received and correctly understood ATC's clearance. ATC must enhance aircraft monitoring on the final leg and remind pilots when necessary.
2.1.8 Pilots are responsible for complying with ATC's clearances, instructions strictly and in a timely manner; expedite vacate RWY or line up RWY and take off following the issued take-off clearance.
  • For take-off aircraft (ready for take-off), pilots ensure that aircraft start rolling take-off in 30 seconds (in case aircraft has lined up RWY); or
  • 1 minute (in case aircraft is at the RWY-holding position) since it received take-off clearance.
  • In case it is unable to conduct as the above mentioned time, pilots must immediately inform ATC.
2.1.9 The usage of RWY for flight calibration of civil navigation aids, instrument procedures and for familiarisation flights have to follow the approved flight permission, ATS flight plan or training flight exercise.
2.1.10 These operational procedures are not applied in emergency, urgency and other necessary situations to ensure the safety and regularity of the flight operations.
2.2 Usage of runway
2.2.1 When using both runways 02L/R
2.2.1.1 RWY 02R is mainly used for landing and RWY 02L is mainly used for take-off.
2.2.1.2 Aircraft is only allowed to line up and hold on RWY 02L when there is aircraft landing on the final leg of RWY 02R in the following conditions:
  • Visibility is at or above 3 000 m, ceiling is at or above 200 m and the ATS surveillance system is in normal operation, the targets are accurately displayed as standard requirement and ATC can monitor the aircraft trajectory on the final leg;
  • If the above conditions are not satisfied, ATC only issues clearance for the departure aircraft to line up RWY 02L when the landing aircraft has passed THR 02R.
2.2.1.3 Aircraft is only allowed to take off from RWY 02L when:
  • Landing aircraft has landed normally on RWY 02R; or
  • Without ATS surveillance: Not less than 4 minutes before ETA of landing aircraft;
  • Under ATS surveillance: Landing aircraft position is not less than 8 NM from THR.
2.2.2 When using both runways 20L/R
2.2.2.1 RWY 20L is mainly used for landing and RWY 20R is mainly used for take-off.
2.2.2.2 Aircraft is only allowed to line up and hold on RWY 20R when there is aircraft landing on the final leg of RWY 20L in the following conditions:
  • Visibility is at or above 3 000 m, ceiling is at or above 200 m and the ATS surveillance system is in normal operation, the targets are accurately displayed as standard requirement and ATC can monitor the aircraft trajectory on the final leg;
  • If the above conditions are not satisfied, ATC only issues clearance for the departure aircraft to line up RWY 20R when the landing aircraft has passed THR 20L.
2.2.2.3 Aircraft is only allowed to take off on RWY 20R when:
  • The landing aircraft has landed normally on RWY 20L; or
  • Without ATS surveillance: Not less than 4 minutes before ETA of landing aircraft;
  • Under ATS surveillance: Landing aircraft position is not less than 8 NM from THR.
2.2.3 When using only 1 runway
2.2.3.1 Aircraft is only allowed to take off on RWY when the landing aircraft is on the same direction:
  • Under ATS surveillance: At the position not less than 8 NM from THR; or
  • Without ATS surveillance: Not less than 4 minutes before ETA.
2.2.3.2 When using the remaining RWY (not be used for take-off/landing aircraft) for taxiing aircraft:
- Landing aircraft is informed about the aircraft taxiing on the RWY beside;
- Landing aircraft must conduct precision approach (ILS approach procedure);
- ATC must have action to ensure the approaching aircraft to land on the correct RWY such as repeat twice (2) the information about the RWY used for aircraft. Pilots are required to read back to ensure that the aircraft has fully received and correctly understood ATC's clearance. ATC must enhance aircraft monitoring on the leg 5 and remind pilots when necessary;
- By night:
  • The RWY used for taxiing: The approach lighting system, PAPI, flashing lights must be shut down, RWY edge lighting system is switched at the lowest intensity level;
  • The RWY used for take-off, landing: The approach lighting system and RWY lighting for take-off, landing aircraft must be turned on as regulated.
- By day:
  • The RWY used for taxiing: The approach lighting system and RWY lighting must be shut down.
  • The RWY used for take-off, landing: The approach lighting system and RWY lighting must be turned on as regulated.
2.2.4 When there are military operation
Apply the current agreement between the units to ensure the safety for flight operation.
2.2.5 When there are VIP flights
The RWY used for VIP flights shall be assigned on the basic of the RWY with the best equipment system and actual operational conditions.
2.2.6 When there is fighting situation
When notified and required by the involved military commander, the ATS unit of the civil aviation must quickly liberate RWY in order to facilitate the military aircraft take off.
