VVDB AD 2.20  LOCAL AERODROME REGULATIONS

1  AIRPORT REGULATIONS

At Dien Bien Domestic Airport, a number of local regulations are applied. The regulations are published in a manual which is available at the AIS Briefing Office as follows:

  1. Meaning of markings and signs;

  2. Information about aircraft stands;

  3. Information about taxiing to and from aircraft stands including taxi clearance;

  4. Marshaller assistance and towing assistance.

2  TAXIING TO AND FROM STANDS
2.1  

Arriving aircraft will be assigned a stand number by Dien Bien TWR.

2.2  Operational procedures

1  Operational procedures for RNP 1 and RNP APCH
1.1  General
1.1.1 In order to operate RNP 1 SID/STAR and RNP APCH at Dien Bien Aerodrome, the aircraft navigation systems shall meet ICAO RNP 1 and RNP APCH standard of accuracy based on GNSS infracstructure.
1.1.2 Pilots are responsible for checking RAIM Prediction in accordance with operational procedure for RAIM Prediction Service.
1.1.3 Aircraft operators/pilots which are not approved to fly RNP 1 and RNP APCH based on GNSS shall inform Dien Bien TWR and expect to use conventional procedures in accordance with actual conditions.
1.2  Operational procedures
1.2.1 Aircraft operators/pilots expecting to use RNP 1 SID/STAR and RNP APCH at Dien Bien Aerodrome shall fill appropriate navigation capability indicators in FPL, as follows:

 

  1. Insert R (PBN approved) into Item 10a;

  2. Insert O1 (RNP 1 all permitted sensors) or O2 (RNP 1 GNSS), S1 (RNP APCH) are specified in Item 18 following the indicate PBN/...;

  3. Specify equipment to support each type of navigation capability in Item 18 and insert them into Item 10a (G,D, I for O1 or G for O2, S1).

1.2.2 Before implementation of flights, pilots must confirm that the navigation database is current and updated and verify that the aircraft position has been entered correctly. Pilots must confirm the entry and exit points on the ATC route assigned on initial clearance and any subsequent change of route, ensuring the waypoints sequence depicted by their navigation matches the route depicted on the appropriate chart(s) and their assigned route.
1.2.3 Pilots must not fly a RNP 1 SID or STAR and RNP APCH unless it is retrievable by procedure name from the on-board navigation database and conforms to the charted procedure (the procedure may subsequently be modified through the insertion or deletion of specific waypoints in response to Dien Bien TWR's clearances). The manual entry, or creation of new waypoints, by manual entry of latitude and longitude or rho/theta values is not permitted. Additionally, pilotsmust not change any RNP 1 SID or STAR and RNP APCH database waypoint type from a fly-by to a flyover or vice versa.
1.2.4 Pilots shall comply with level assigned by Dien Bien TWR, as well as adhere to the vertical and speed restrictions depicted on the cleared RNP 1 SID/STAR and RNP APCH, unless there are other clearance by Dien Bien TWR.
1.2.5 In case Dien Bien TWR issues a heading assignment taking the aircraft off an ATS route, the pilot should not modify the flight plan in the RNP system until a clearance is received to rejoin the ATS route or Dien Bien TWR confirms a new route clearance.
1.2.6 During the operation of the SID/STAR RNP 1 and RNP APCH procedures, Dien Bien TWR and pilots apply the standard phraseology specified in ICAO DOC 4444 - PANS - ATM, Procedures For Air Navigation Services – Air Traffic Management.
1.3  For departing aircraft
1.3.1 The procedure for departing aircraft.
1.3.2 Vertical restrictions are designed to separate departing aircraft from obstacles and arriving aircraft.
1.3.3  Dien Bien TWR shall issue clearance for departing aircraft including the following contents:
  1. Call sign;

  2. Clearance limit, normally destination aerodrome;

  3. SID and TRANSITION route if necessary;

  4. Route;

  5. Assigned flight level/altitude;

  6. SSR code; and

  7. Any other related instructions or information not contained in the SID description.

     

Note: In case of a clearance provided SID without assigned altitude/flight level, the pilot is not allowed to reduce the altitude/flight level itself on the SID vertical profile. Pilot shall re-confirm with Dien Bien TWR to assign specific altitude/flight level to ensure flight safety.

1.4  For arriving aircraft
1.4.1 Procedures for arriving aircraft.
1.4.2 Vertical restrictions are designed to separate arriving aircraft from obstacles and departing aircraft.
1.4.3 Approach clearances shall be issued by Dien Bien TWR depending on practical operation conditions.
1.4.4 ATC shall issue clearance for arriving aircraft including the following contents:
  1. Call sign;

  2. STAR and TRANSITION route, if necessary;

  3. Runway-in-use; and

  4. Any other related instructions or information not contained in the STAR description.

Note:
In case a clearance provided STAR without assigned altitude/flight level, the pilot is not allowed to reduce the altitude/flight level itself on the STAR vertical profile. Pilot shall re-confirm with Dien Bien TWR to assign specific altitude/flight level to ensure flight safety.

1.5  For approach aircraft
1.5.1 Procedures for approaching aircraft, includes 2 main parts:
  1. IAP; and

  2. Missed approach.

1.5.2 Approach procedures start from initial approach fix to the THR (virtual THR) or missed approach holding in case aircraft must execute missed approach.
1.5.3 Speed as well as altitude limitations are designed to ensure separation between approach aircrafts and obstacle and ensure to comply with aircraft performance.
1.5.4 Landing clearances shall be issued by Dien Bien TWR depending on practical operation conditions.
1.5.5  Dien Bien TWR shall issue clearance for arriving aircraft including the following contents:
  1. Call sign;

  2. IAP;

  3. Runway-in-use;

  4. Assigned flight level/altitude;

  5. Information of wind conditions, RWY surface conditions (if any); and

  6. Any other related instructions or information not contained in the IAP description.

Note: In case aircraftmust executemissed approach, provide pilots with information relating to missed approach as track, waypoint, estimated holding pattern.

 

1.6  Contingency procedures
1.6.1 Aircraft unable to comply with RNP 1 or RNP APCH requirements
If aircraft is unable to comply with RNP 1 or RNP APCH requirements, pilots shall inform immediately Dien Bien TWR and expect to use conventional procedures depending on actual conditions.
1.6.2 Aircraft experiencing degradation or failure of RNP System or GNSS signal
When an aircraft cannot meet the requirements of RNP 1 or RNP APCH compliance as a result of a failure or degradation of RNP System or failure GNSS signal, pilots shall notify Dien Bien TWR and expect to use conventional procedures suitable for actual conditions.
1.6.3 Aircraft experiencing bad weather
When an aircraft flying on RNP1 or RNP APCH procedure encounters bad weather which is likely to impact the aircraft’s adherence to the cleared flight procedure, pilot will notify Dien Bien TWR and request a revised clearance.
1.6.4 Radio communications failure procedure
In case of a radio communication failure, the pilots are expected to follow the procedures given below:
  1. For arriving aircraft:
    Aircraft continue on the assigned STAR procedure, comply with vertical and speed restrictions and at the end of the STAR, join the holding pattern at IAF. Aircraft leave holding pattern at EAT, pilots affirm and acknowledge with Dien Bien TWR the last time, or unless having EAT, apply the ETA in the current FPL and make the approach procedures assigned by Dien Bien TWR.

  2. For departing aircraft:
    Aircraft continue the assigned SID procedure, comply with vertical and speed restrictions, climb to cruising level as specified in the current FPL.
